About the Firm

John J. Cooney is the founder of The Law Office of John J. Cooney, P.C, located in the Northport area. A highly skilled and tenacious attorney, he leverages over 12 years of legal expertise to provide his clients with sound counsel and robust representation. With an illustrious background in cybersecurity and data privacy, digital media law, health law, regulatory, municipal and government affairs, and white-collar crime and investigations; Mr. Cooney excels in a broad array of practice areas.

Before establishing his own practice, John J. Cooney served ILKB, LLC and Affiliates as the General Counsel and Chief Privacy Officer for a diverse conglomerate of companies throughout the state of New York from 2017 to 2020.

Prior to joining ILKB, Mr. Cooney was a Partner at Ruskin Moscou Faltischek, P.C., where he created and acted as chair of the firm’s Cybersecurity and Data Privacy Practice Group––the firm’s fastest-growing area of practice for over a decade. He represented both private and publicly traded companies in various industries, including fitness franchising, software, apparel, web design and marketing, consulting, and real estate. His fierce advocacy led to the successful resolution of many sophisticated investigations and criminal and civil cases involving federal and state authorities, including matters involving breach investigations, responses, and regulatory defense. Furthermore, he worked on behalf of healthcare professionals and corporations to protect their interests in federal asset forfeiture, sentencing proceedings, and professional disciplinary proceedings, including OPMC and OPD. He was also a member of the firm’s Health Law Department and the White Collar Crime and Investigations Practice Group.​

Additionally, John J. Cooney served as Law Clerk to the Honorable Joseph F. Bianco in the U.S. District Court, Eastern District of New York. In 2010, he was named an adjunct professor at Touro Law School, where he regularly teaches legal writing and analysis.

Before beginning his career in Law, Mr. Cooney was educated at Columbia University as a software engineer. He spent over 15 years in managerial roles and leadership positions at various Fortune 200 companies. Today, he continues to draw from his technical background, using in-depth industry knowledge to his advantage in legal issues concerning cybersecurity and data privacy as well as in complex fraud investigations and litigation, including healthcare fraud, OIG fraud, OMIG fraud, Medicare fraud, and RAC and health plan billing audits, which have increasingly involved information technologies and analytics.

Mr. Cooney is a former United States Marine Corps officer and combat veteran of the Persian Gulf War. He is a civic-minded individual who dedicates his spare time to serving the Long Island community. He currently serves as the commander of the Northport American Legion Post 694, which actively supports local youth and veterans. His volunteer efforts, notably his initiative to supply combat gear to the brave men and women serving overseas, have recently been acknowledged in Long Island; he is the recipient of the 2014 Social Work Community Recognition Award from the Northport VA Medical Center.
